The Economic and Financial Crimes Commission (EFCC) has arrested Umar Isa, a former Chief Financial Officer of the Nigerian National Petroleum Company Limited (NNPCL). His arrest is part of an investigation into an alleged $7.2 billion fraud tied to the rehabilitation of Nigeria’s refineries in Kaduna, Warri, and Port Harcourt.
Also arrested is Jimoh Olasunkanmi, who once served as the Managing Director of the Warri Refinery. Both men are being investigated for corruption, abuse of office, and diversion of public funds meant for the turnaround maintenance of the refineries.

As CFO, Umar Isa was in charge of approving and disbursing funds for the refinery projects. Other top officials also under EFCC scrutiny include Tunde Bakare, the current Managing Director of Warri Refinery, as well as former Port Harcourt Refinery MDs, Ahmed Dikko and Ibrahim Onoja.
This case has raised public concerns. Despite large sums being allocated for repairs, Nigeria’s refineries remain largely non-functional. Many Nigerians are now questioning how such huge investments yielded so little progress.
The arrests follow recent findings by the Senate Committee on Public Accounts. The committee, led by Senator Aliyu Wadada, discovered troubling inconsistencies in NNPCL’s audited financial statements from 2017 to 2023. Wadada described the findings as “mind-boggling” and demanded answers from the company’s finance team.
The Senate issued 11 formal queries to NNPCL, giving them one week to respond. Meanwhile, EFCC has yet to make an official statement on the matter.
As the probe deepens, Nigerians are watching closely. There is growing demand for transparency and accountability, especially in a sector as critical as oil and gas.
