FAAN Introduces Zero-Tolerance Policy to End Airport Touting

The Federal Airports Authority of Nigeria (FAAN) has launched a new zero-tolerance policy to stop touting, begging, and other corrupt activities at airports across the country. This step comes after Senator Osita Izunaso described the issue of touting as a “national embarrassment.”

The policy is outlined in a document titled “Position Document on Measures to Address Corrupt Practices and Enhance Passenger Experience at MMIA and GAT.” It was signed by the Minister of Aviation and Aerospace Development, Festus Keyamo. The plan introduces Operation Air Clean, a program created to improve transparency and enhance passenger experience at the Murtala Muhammed International Airport (MMIA) and the General Aviation Terminal (GAT) in Lagos.

Under the new system, FAAN will remove joint inspection tables and replace them with smart, camera-based monitoring and passenger screening. The Department of State Services (DSS) and Immigration Service will now share counters to speed up passenger movement. Customs officers will also be moved to Aviation Security screening points to help with money declaration processes.

FAAN will install digital information screens across terminals. These screens will display the names, agencies, and contact details of officers on duty to improve accountability. The NDLEA will work with Aviation Security officers during screening, while DSS operatives will monitor terminal activities.

To enforce the new rules, FAAN has introduced a mobile court to handle touting and related cases. Bureau De Change and car-hire operators found operating outside approved zones will face prosecution or loss of business rights.

Minister Keyamo said the policy reflects the government’s plan to reform airport management nationwide. With Operation Air Clean, FAAN aims to make Nigerian airports safer, cleaner, and more transparent for travelers and staff.
